RAINBOW INCIDENT AVIATION COORDINATION

A. Incident Aviation Coordinator is John Carpenter.

Coordinator shall be aware of all mission flights
1. Unified command planning of scheduled flights.
2. Prior notification of unscheduled flights by flying agency.

B. Establish method to track mission aircraft over incident area.

1. Radio at ICP Communications on freq. 122.925.(Forest should have by 6/29).
2. Mission aircraft contact ICP when entering area and when leaving area.

C. Establish method to assure that Forest and Incident are advised of aircraft use in the area.

1. ICP contact A-S Dispatch of Incident aircraft in area.
2. A-S Dispatch contact ICP of Forest aircraft in area.
3. Cross notification of unidentified aircraft.

D. Establish system to coordinate with media aircraft in the area.

1. Incident aviation coordinator work with Incident PIO to provide needed aviation information to media.
2. Incident PIO to provide Incident aviation coordinator with flight plans from media.

E. Multiple aircraft coordination.

1. Try to maintain single aircraft operation over the incident.
2. If flight coordination (media/agency) becomes a problem consider TFR and more formal flight control (air attack/helibase manager).

AIR OPERATIONS PLAN GUIDE

This format is to assist with the planning organization of any project or survey work that require the use of aircraft. In order to satisfy requirements for an air operations plan, complete all items except items 6, 9, and 10 which only need to be completed if they apply to your specific project.

1. Project Description and Objectives

Bell 206 L-3 to be stationed at Q35 beginning on 6/27/98 with two pilots and two paramedics. Will begin duty day at 0600 - 1400 with first shift (one pilot and one paramedic) and second shift of 1400-2200 with same. Will be available for reconnaissance and emergency evacuations.

7/1 - 7/5 2nd AC Bell 206 L-3 Ranger 41 N41AZ from Phoenix
7/6 - 7/9 3rd AC Bell 206 L-3 Ranger 32 N32AZ from Flagstaff

Will work out of Kestrel Aviation, Springerville, AZ (520) 333-5746.

May possibly operate a C-206, but not known at these time.

Special flight following needs to be coordinated thru ICP. Forest Dispatcher will notify Rainbow ICP of aircraft dispatched on fire missions Into the Incident area.

Any agency and/or media need to Involve ICP In the planning of any flights over the Incident area. ICP needs to advise Forest Dispatcher of planned or on going air activity.

Forest Flight Hazard map will be provided to all agencies with air operations Incident area.

Forest Flight Hazard map Identify no low level military flight routes In the area.

It needed ICP will request through Apache-Sitgreaves Forest dispatcher to Initiate or request a Temporary Flight Restriction (TFR) over the Incident area.

No, ICP personnel will fly In any non-carded aircraft without approval of the Safety Officer and Incident Commander. The only exception will be when an event occurs requiring an Immediate response In an emergency situation.
